LEAVE.

(a) If the period of the course including examinations falls wholly

within the limits of the officer s ordinary leave such extensio may be granted as is necessary to give the officer six months, including voyages, clear of study.

(b) If the period of the course meluding examinations does not fall wholly within the limits of the officer s ordinary leave, such extension may be granted as will allow of the completion of the course and in addition provide the officer with six months, including voyages, clear of study.

(c) Rules (a) and (b) are only intended to apply to cases where the total period of absence including study-leave does not exceed 12 months: in cases of prolonged study e.g. for the Bar, it will not usually be possible for the ollicer to obtain six months clear leave in addition to the period of study.

(d) In calculating the period clear of study account will be taken of intermissions of study such as vacations e.g. in the case of University courses.

156. The fees for approved courses of study or such proportion of the lees as the Governor may decide, will be paid by Government, also necessary travelling expenses incurred in connection with the course, but subsistence allowance will not ordinarily be granted and in no case will it be granted for a period exceeding three months as in the case of prolonged courses of study it is expected that the officer will make his headquarters at the centre of study.

157. An officer who receives permission to take a course of study will be required to enter into an agreement that he will if he fails to shew that he has prosecuted his studies with due diligence refund to the Government any salary issued to him in respect of extensions of leave beyond what is necessary for the completion of the course (i.e. extensions intended merely to give a minimum period clear of study). He will also undertake in the event of his leaving the service of the Government (except on grounds of ill health, or on transfer to another public service), or being removed from his appointment, within three years of the completion of the course, to refund both salary so issued and any bonus that may have been granted to him for undertaking the course.

B. Officers on the Permanent Establishment who are Domiciled in Europe, Canada, Australasia and South Africa.

(i) Full Pay Leuve: rates, etc.

158. An officer of this class may be granted leave on full salary at the rate of one days' leave for every seven days' resident service and such leave will ordinarily be granted after periods of four

years resident service; but officers who have attained the age of 45 ud completed 20 years in the Colonial Service may thereafter be ranted leave on full salary at the rate of two day's leave for every eleven days' resident service and such leave will ordinarily be granted after periods of three years' resident service. Leave, however, will not normally be granted in excess of seven months at one time.

(2.) The rules set out in the preceding paragraph will come into force on 1st August 1932, and in the case of officers not absent on long leave on that date will apply with effect from the date of their last return from long leave, leave taken between that date and 1st August, 1982, (other than sick leave and casual leave) being deducted from resident service unless such leave has been taken by way of extension of the former sick-leave allowance, when adjustment under the sick-leave rules in General Orders 149-154 may be permitted.

In the case of officers who on 1st August, 1932, are absent on long leave the rules will apply with effect from the date of their return from such leave,

Leave accumulated under the rules formerly in remaining unexpended on 1st August 1932, will lapse.

159. If the officer is proceeding on leave to his home country or to any equivalent country, he may in addition to the leave earned at the foregoing scales be granted full pay for the standard period of the voyage each way, or if he is not returning to duty, for the standard period of the voyage to his country of destination only.

160. If the officer be granted a shorter period of leave than that for which he is eligible, the balance will be reserved for his future use, unless he is proceeding home on retirement in which case he will not be granted more than the leave for which he is eligible at the rates laid down in General Order 158 in respect of his resident service since his last return from home or equivalent leave, up to a maximum of eight months, exclusive of the standard voyage.

(ii) Long Leave: procedure.

161. The Governor will report to the Secretary of State each case Col. Reg. in which long leave of absence has been granted, transmitting a leave 121. certificate in the approved form. The officer proceeding on leave will be furnished with a duplicate of the certificate to enable him to draw his salary. A third copy of the certificate will be sent direct to the Crown Agents for the Colonies in every case of an officer proceeding S. of S.'s on leave to Europe with instructions to issue the salary accordingly 6.11.29. as it becomes due.

162. Application must be made to the Colonial Secretary for the leave certificates required by the preceding rule one month before the commencement of the proposed long leave. Applications must be in the prescribed form.
